‘An appraisal review is an appraisal of an appraisal’

Equity Development Systems, Ltd., appraisal reviews test the credibility of the opinion-of-value of the subject appraisal, the licensing and professional qualifications of the reporting appraiser(s), its compliance with the Uniform Standards for Professional Appraisal Practice (USPAP) and/or International Valuation Standards (IVS) or other such controlling standards and guidelines, and all state statutory and federal regulatory requirements.

All EDS appraisal reviews are prepared by internationally Accredited Senior Appraiser’s (ASA’s) holding professional competency that meets or exceeds the stringent new regulatory requirements of U.S. interagency (FDIC/OCC/OTS/FRB/NCUA) regulators and the Pension Protection Act of 2006 for qualified appraiser and qualified appraisal in all federally related transactions and, in compliance with the newly enacted international Basel Accord.

REAL PROPERTY (Residential / Commercial):
Real property is defined as all the interests, benefits, rights and encumbrances inherent in the ownership of physical real estate.  There are several specialties in real property: urban, residential, rural, timber and ad valorem (property tax). Real property appraisal reviews include services for use in real estate acquisition and disposition, lending, insurance, estate taxes, property taxes, and eminent domain (condemnation), conservation easements, and leasehold interests.

EDS REAL PROPERTY APPRAISAL REVIEW TIERS:
Desktop / Tier I, II, III and Litigation Support Appraisal Reviews:

A comprehensive review of an appraisal to determine the credibility of the subject appraisal, the qualifications of the reporting appraiser, the accuracy of the Opinion-of-Value, and its compliance with the Uniform Standards for Professional Appraisal Practice (USPAP) guidelines and state and federal regulatory requirements.  The intended use and requirements of the review determine its level of complexity and the cost of the report.

Desktop / Tier I, II, III and Litigation Support Appraisal Reviews can include but may not be limited to:
* Inspection of the interior and exterior of the subject property.
* Photographs of the front, rear and interior of the subject property.
* Examination and verification of pertinent characteristics and features of the subject property and the comparable sales, including the sales price and date of sale, through public and private data sources as of the Effective Date of the subject appraisal.
* Development of a differing Opinion-of-Value if indicated.
* Analysis and Statement of USPAP Compliance.
* Analysis and Statement of the Subject Appraiser(s) Professional Licensing / Qualifications.
* Investigation, Analysis, and Statement of the Subject Appraiser(s) Professional Licensing, and Complaints and Investigations of Wrongdoing and Disciplinary Actions taken by the State Licensing Real Estate Commission / Board, Attorney General, and any professional appraisal associations / organization and governing body.
* Analysis and Statement of State / Territorial Administrative / Regulatory Compliance.
* Analysis and Statement of Federal Interagency (FDIC/OCC/OTS/FRB/NCUA) Regulatory Compliance and the Allowance / Acceptance of the Subject Appraisal by third-party federally regulated financial institutions.
* Analysis and Statement of  the Subject Appraisals compliance with Title XI Financial Institutions Reform, Recovery, and Enforcement Act of 1989 (FIRREA).
* Analysis and Statement of the Subject Appraisals compliance with Home Valuation Code of Conduct (HVCC).
* Analysis and Statement of the Subject Appraisals compliance with the Pension Protection Act of 2006.

Appraisal / Mortgage Fraud and Litigation Support Review:
* A Comprehensive Real Property Tier 3 Review with the detailed development of violations of professional guidelines and state and federal law.  This can include formal complaint preparation and expert witness testimony.

BUSINESS VALUATION / ESOP’ / ENTERPRISE VALUE / BUSINESS INTERRUPTION / ECONOMIC DAMAGES / ASSET-BAKED SECURITIES:
EDS’ internationally accredited Business Valuation experts review appraisals of the value of businesses, business ownership interests, ESOP’s, and securities for businesses of all sizes.  We also review the value of specific intangible business assets such as patents, trademarks, employment agreements, copyrights and goodwill.

MACHINERY AND TECHNICAL SERVICES:
EDS’ internationally accredited Machinery and Technical Services experts perform appraisal reviews of market or liquidation value appraisals for various purposes such as sale, acquisition, ad valorem tax, eminent domain, conservation easement, collateralization, and insurance or residual forecasting.

PERSONAL PROPERTY:
EDS’ internationally accredited Personal Property experts provide appraisal reviews of tangible, movable property that is utilitarian, collectible, decorative or a combination of the three for specific purposes such as insurance, estate tax, damage claims, donation, sale, dissolution of marriage and equitable distribution.

MULTI-DISCIPLINARY APPRAISAL REVIEWS:
A comprehensive review of an appraisal involving two or more components of Real Property, Machinery and Equipment, Business Valuation, and Personal Property to determine the credibility of the subject appraisal, the qualifications of the reporting appraiser, the accuracy of the Opinion-of-Value(s), and its compliance with the Uniform Standards for Professional Appraisal Practice (USPAP) and/or International Valuation Standards (IVS) guidelines and any applicable state and federal regulatory requirements.  The intended use and requirements of the review determine its level of complexity and the cost of the report.
